Croatia faces demographic decline and rising school enrollment delays

Croatia is facing significant demographic challenges, characterized by a long-term population decline and a negative natural increase across all counties. While there was a slight increase in births in 2025, experts suggest that addressing the crisis requires infrastructure and policy adjustments rather than traditionalist approaches, citing housing issues, job instability, and changing lifestyles as key factors.

In the Krapina-Zagorje County, a concerning trend has emerged regarding school readiness. For the 2026/27 school year, 119 children were denied enrollment in the first grade due to developmental delays. Experts attribute these delays to factors such as speech and language difficulties, lack of maturity, attention issues, and the excessive use of technology, which negatively impacts concentration and motor skills.

Nationally, more than 4,000 children in Croatia receive enrollment postponements annually. These decisions are made following detailed assessments by professional commissions in schools and health centers, which evaluate physical, psychological, and developmental metrics to ensure children are emotionally and cognitively prepared for the transition to formal education.
