Croatia launches anonymous whistleblower platform Zviždač.org

A new online platform, Zviždač.org, has been created in Croatia to enable direct, anonymous reporting of corruption, crime and nepotism. The service was developed by independent entrepreneur Saša Savić, who says the portal has already facilitated more than 30 serious criminal complaints to the State Attorney’s Office (DORH) and the specialised anti‑corruption prosecutor (USKOK) over the past five years.

The platform does not require user registration or personal data, offering a step‑by‑step form that allows whistleblowers to submit extensive documentation. Submitted material is reviewed by lawyers to confirm criminal elements before being passed on for prosecution. Savić notes that, although public bodies appoint commissioners to receive whistleblower information, those officials sometimes disclose the identities of reporters to superiors. He also points out that no formal legal financing mechanism currently exists for the platform or its processes.
