Croatia expands online reporting tools

In late July 2026 Croatia introduced two distinct digital mechanisms for reporting wrongdoing. On 26 July, entrepreneur Saša Savić launched Zviždač.org, an anonymous whistle‑blower portal that lets citizens submit detailed allegations of corruption, crime and nepotism directly to prosecutors without registering or providing personal data. The service, already linked to more than 30 serious complaints, relies on lawyers to vet submissions before forwarding them to the State Attorney’s Office and the specialised anti‑corruption prosecutor.

Two days later, the national regulator HAKOM named the Osijek‑based Center for Missing and Abused Children (CNZD) the country’s first Trusted Flagger under the EU Digital Services Act. The designation empowers CNZD to flag illegal online material—including violence, gender‑based abuse, hate speech, child‑exploitation, fraud and human‑trafficking content—for priority handling by platforms. This move extends legal leverage to prevent platforms from delaying removal of harmful content.

Together, the initiatives illustrate a broader push in Croatia to empower civil‑society actors with digital tools for exposing both offline corruption and online illegal content, aligning national practice with emerging EU standards for rapid, independent reporting.
