Croatian Prosecutors Investigate Hilton Costabella Beach Access

The State Attorney's Office of the Republic of Croatia (DORH) has opened investigations against the Hilton Costabella hotel in Rijeka and individuals responsible for alleged charges to access the beach in front of the resort. Parliamentary representative Marin Miletić said he received new evidence, including a video showing a guest told to pay for beach entry and invoices confirming the payment. He argues the concession agreement for the coastal area prohibits any fee for beach use. Hilton responded that the disputed 130‑euro invoice was for a wellness package covering two people, which included beach chairs and umbrellas, and not a separate access charge.

The dispute has revived criticism of the 2015 concession granted to the Czech investor behind the hotel, with Miletić accusing former SDP officials of favouring the project and violating public law. The probe may lead to further legal actions and scrutiny of the concession’s compliance with Croatian coastal regulations.
