Croatian State Enterprises Adopt OECD Recommendations to Boost Efficiency

At the Smart Industry Brainstorm conference, Croatian officials announced reforms for state‑owned companies to align with OECD guidelines and European regulatory standards. The agenda focused on digital and AI transformation, improved corporate governance, and greater transparency. Leon Žulj, director of the State Enterprises Administration, said a new legal framework – including a decree on board appointments and rules on reporting – will be adopted by the end of the year, with full implementation expected by early 2027. He highlighted ongoing digitalisation projects at HEP, Hrvatska pošta and HAC as early examples. OECD deputy director Antonio Gomes and senior officials Zdenko Lučić and Slavko Vidović underscored the need for management reforms and AI‑driven business models. The upcoming Law on Legal Persons in State Ownership and related regulations aim to strengthen efficiency, competitiveness and service quality for citizens who own these enterprises.
