CSIF calls for Spanish summer health plan and tighter resident work rules
The Central Sindical Independiente y de Funcionarios (CSIF) denounced the Castilla‑La Mancha health service (Sescam) for failing to share a summer contingency plan. The union highlighted existing pressures – overloaded emergency rooms, long waiting lists and recent closures of about 80 hospital beds at the University Hospital of Toledo – and warned that the lack of a plan could worsen patient care. CSIF demanded that Sescam immediately inform representatives of its contingency measures, ensure sufficient staffing contracts for the summer period, and adopt actions to prevent a decline in service quality.
Separately, CSIF presented a draft amendment to the 2006 Royal Decree governing medical residency contracts. The proposal seeks to limit residents to four on‑call shifts (68 hours) per month and a 35‑hour weekly work limit, guarantee rest before and after guards, protect teaching time, and introduce a €300 monthly bonus for resident tutors along with additional leave. It also calls for uniform compensation for travel, accommodation, and safeguards for residents' health, training and work‑life balance.
