Côte d’Ivoire launches sovereign fund to finance 2026‑2030 development plan

The Ivorian government created its first strategic sovereign wealth fund, the FSD‑CI, in mid‑April 2026. Funded by revenues from newly discovered hydrocarbons and existing mining operations, the vehicle comprises three sub‑funds: one for large‑scale infrastructure, a shock‑absorber for external commodity price drops, and a savings fund for future generations.

The fund is designed to finance the new National Development Plan (PND) 2026‑2030, a 114.8 trillion CFA‑franc programme that targets an average 7.2 % annual growth, a reduction of poverty from 37.5 % to 20 %, and the creation of three million formal jobs. The plan aims to attract private capital for roughly 70 % of its financing, with 80.6 trillion CFA expected from national and international investors and 34.2 trillion CFA from public sources. Debt‑to‑GDP is projected to fall from 57 % in 2025 to 54.8 % by 2030, keeping the country under the UEMOA ceiling.

A consultative group of partners is scheduled for 8‑9 July 2026 in Abidjan to mobilise additional funding. As the minister of Planning and Development, Dr Souleymane Diarrassouba, said, “Le PND 2026‑2030 traduit notre volonté d’accélérer la transformation économique et sociale de la Côte d’Ivoire…”.
