Côte d'Ivoire 2026‑2030 agenda and governance reforms

Overview

Since June 2026 Ivory Coast has been mobilising resources for its National Development Plan (PND) 2026‑2030. The sovereign‑wealth fund FSD‑CI channels hydrocarbon and mining revenues into infrastructure, cushions commodity‑price shocks and builds long‑term savings. The Ministry of Planning, together with the World Bank, seeks financing for a multi‑trillion‑franc agenda, while the Ministry of Digital Transition rolled out a roadmap of 40 digital projects, AI regulation and a social‑housing programme for 150,000 homes.

At the two‑day financing conference in Abidjan on 8‑9 July, development partners pledged 47,820 billion CFA francs (≈US$80 bn) toward a plan costed at 114,838 billion CFA francs (≈US$209 bn). Private investors are expected to fund about 70 % of financing for roughly 800 projects, with Moroccan and French businesses highlighted. The government emphasised an agricultural focus, aiming to process at least half of cocoa and cashew harvests domestically and to develop higher‑value chains such as rubber‑based tyre manufacturing, targeting 7.2 % annual growth and a poverty rate below 20 % by 2030.

On 14 July 2026 the Democratic Party of Côte d’Ivoire (PDCI‑RDA) publicly disavowed the newly launched REM‑PDCI‑RDA network, stating it had no party approval. Party executive secretary Mathias Lessiehi confirmed the movement could not represent the PDCI‑RDA, and the party’s invitation to a clarification meeting was declined, raising concerns about internal cohesion ahead of elections.

The National Council of Human Rights (CNDH) praised the inclusive electoral‑governance dialogue launched on 22 June 2026 and, after a workshop in Mankono on 17 July, issued proposals—including gender and youth quotas—to make municipal and regional elections freer, more transparent and more representative.
