Côte d’Ivoire opposition submits joint electoral reform proposal
Opposition parties and civil society groups in Côte d’Ivoire have submitted a joint proposal to the government for a new electoral management body. The proposal was formally presented to Interior and Security Minister General Vagondo Diomandé in Abidjan.
The proposed framework features a two-tier structure designed to separate technical administration from political oversight. The first tier would consist of electoral professionals and technical experts responsible for organizing elections, while a second tier would serve as a consultative and monitoring body to observe the process and issue recommendations.
This initiative follows President Alassane Ouattara’s dissolution of the Independent Electoral Commission (CEI) in May. While several major opposition platforms, including CAP-CI, HCE, and ADCI, harmonized their views into a single text, the PPA-CI party did not co-sign the document submitted on October 5. The PPA-CI has instead called for an « inclusive political dialogue » to establish a consensual electoral architecture and has expressed interest in expanding consultations to include civil society and other political movements.
