Côte d'Ivoire electoral reform proposals

Overview

Following the dissolution of the Independent Electoral Commission (CEI) by President Alassane Ouattara, Ivorian opposition parties and civil society groups have moved to propose a new electoral architecture.

On October 3, 2026, several groups, including the Haut Conseil électoral (HCE), the Coalition pour l'alternance pacifique en Côte d'Ivoire (CAP-CI), and the Mouvement politique Aujourd'hui et demain, la Côte d'Ivoire (ADCI), reached a consensus on a joint proposal. This plan, which features a two-tier structure separating technical administration from political oversight, was formally submitted to the Minister of the Interior and Security, General Vagondo Diomandé, on October 5.

While many major platforms harmonized their views, the Parti des peuples africains – Côte d'Ivoire (PPA-CI) did not co-sign the document. The PPA-CI has instead called for an « inclusive political dialogue » to establish a consensual electoral architecture.

On October 14, 2026, a joint declaration was issued by opposition leaders, including representatives from the PDCI-RDA, Simone Gbagbo, Pascal Affi N’Guessan, and Charles Blé Goudé. These groups formally requested a national dialogue led by the Prime Minister to ensure the independence and transparency of the replacement for the CEI. In response, government spokesperson Amadou Coulibaly stated that the government is analyzing recommendations sent to the Ministry of the Interior. He indicated that once points of convergence are identified, proposals will be sent to the National Assembly for study, rather than through a formal national dialogue.

On October 15, 2026, the ruling Rassemblement des Houphouëtistes pour la Démocratie et la Paix (RHDP) also submitted formal proposals to Minister Diomandé. Led by Executive Secretary Ibrahima Cissé Bacongo, the RHDP submission aims to modernize administration through the professionalization of agents, the introduction of technologies to prevent fraud, increased representation for political parties and civil society, and a clearer legal framework for electoral disputes.
