Côte d'Ivoire to Issue Diaspora Bonds Starting 2027
Côte d'Ivoire will launch a series of diaspora bonds in the first quarter of 2027, aimed at directing the substantial remittances of Ivorians abroad toward productive development projects. The initiative was presented by Minister Adama Dosso at the "Diaspora for Growth" event in Paris.
The bonds will target sectors such as cocoa, cashew, services and artificial‑intelligence, seeking to shift yearly diaspora transfers—estimated at 938 billion CFA francs in 2025—from consumption to investment. To facilitate the programme, the BCEAO has removed previous banking restrictions, allowing dedicated investment accounts for diaspora investors. Digital tools, including a "white‑paper" platform and the CARIVEx database, will map diaspora skills and enable recruitment for public and private projects. Meetings in Milan and Paris have already generated more than 100 billion CFA francs of investment intent.
The bond programme is part of the government's broader plan to mobilise both capital and expertise from its overseas community, which Dosso described as the country's "32nd region".
