Cuba establishes new Ministry of Information and Social Communication

Cuba has enacted Law 186, titled “On the Organization of the Central State Administration,” to reorganize and resize its central government structure. Published in the Official Gazette on November 2, 2026, the law was approved by the National Assembly of People's Power.

The new law establishes a central administration composed of 20 ministries, including Agriculture and Food, Commerce and Foreign Investment, Economy and Finance, Higher Education, Science and Innovation, Environment, Habitat and Hydraulic Resources, and Industry and Construction. The Central Bank of Cuba is also included as a central body.

A significant component of this reorganization is the creation of the Ministry of Information and Social Communication. This new ministry elevates the functions previously held by the Institute of Information and Social Communication to ministerial rank. The ministry will direct the national communication system, manage advertising and sponsorship, and hold the authority to propose or endorse changes to fundamental social communication media.

The law aims to improve administrative efficiency through principles of public interest, objectivity, coordination, and cooperation. It mandates that all officials and employees respect legality and respond to citizen requests and complaints. Organizations have up to one year from the law's entry into force to complete necessary organizational transitions.
