Cuba implements new digital payment and government service reforms

Cuba is implementing significant reforms to its digital infrastructure, focusing on both financial transactions and government services. Authorities have announced new measures to reorganize the digital payment ecosystem, including the real-time accreditation of ‘Pago en Línea’ operations to reduce transaction wait times for businesses. These changes, supported by Banco Metropolitano, also introduce a new system of commissions and bonuses intended to balance incentives across the payment chain.

Simultaneously, the Cuban government is advancing its ‘Soberanía’ digital government platform. Supported by the United Nations Development Programme (UNDP) and China’s Global Development and South-South Cooperation Fund, the initiative aims to upgrade technological infrastructure and expand online services. The platform currently offers 18 services, including civil registry applications and passport processing, and has issued over 43,000 verified digital identities. Future projects include enabling citizen participation in reviewing economic reforms and expanding digital access to job opportunities.
