Cuba Soberanía digital platform implementation

Overview

Cuba continues to expand its digital administrative infrastructure through the Soberanía and Bienestar platforms. Following the implementation of Law 180, the Ministry of Justice and the Ministry of Communications have begun collaborating to optimize digital procedures, aiming to digitize millions of Civil Registry records and integrate artificial intelligence for registry searches.

Managed by the Centro de Gobierno Digital (CGD) via Decree 125, the Soberanía platform is intended to function as a single window for state services based on principles of citizen-centricity, data mobility, and transparency. However, fourteen months after its launch, officials noted that citizen demand is outpacing current capacity. Wilfredo González Vidal, Director General of the CGD, stated that the primary obstacles to meeting the platform’s objectives are “not technological, but rather cultural, structural, and organizational.”

As part of this digital transformation, Cuba has introduced a digital pathway for requesting social assistance services through the Soberanía platform. This initiative aims to increase transparency and traceability in aid management by providing real-time updates on the registry of vulnerable individuals and families. To access these services, citizens must possess a certified digital identity; while over 51,300 people have obtained this identity, adoption has been slower than desired due to process complexities.

Expanding these digital capabilities, the Ministry of Justice has now enabled online requests for criminal record certificates via the Soberanía platform. Under Resolution 284/2025, these digital certificates hold the same legal validity as paper documents and can be verified using a case code and PIN. To utilize the service, applicants must authenticate with a Certified Digital Identity and complete electronic payments. Notably, the system is designed to operate without consuming mobile data to increase accessibility. While intended to reduce wait times and the need for in-person visits to the Central Registry of Sanctions, officials maintain that in-person assistance remains available.
