Cuba Implements New Salary Organization Rules for State Enterprises

Effective 1 August 2026, Cuba’s Decree 164, issued on 29 July 2026, expands the authority of state‑owned enterprises to approve their own salary structures. The decree decentralises the approval of wage scales, allowing each enterprise to set salaries in consultation with workers and unions, based on the entity’s financial capacity.

The measure was announced at a press conference by Labour Minister Jesús Otamendi and Guillermo Sarmiento Cabañas, director of the Ministry’s Labour Organisation. The full text and complementary regulations will be published in the Gaceta Oficial No. 63, outlining the removal of previous restrictions on salary planning, dividend‑linked funding, and the role of management in salary negotiations.
