Cuba wage reform rollout

Overview

In late July 2026 Cuba’s Ministry of Labor and Social Security issued revised wage regulations for state‑funded artists and health‑sector employees. The resolution set specific salary ranges – from 3,210 CUP for entry‑level artists to 10,105 CUP for the National Symphony Orchestra’s principal conductor, and up to 8,880 CUP for specialist physicians – and introduced night‑shift differentials for intensive‑care staff. These scales took effect on 1 July 2026, with the first payments scheduled for August.

A few days later, on 1 August 2026, Decree 164 expanded the reform by granting state‑owned enterprises the authority to design their own salary structures. The decree decentralises wage‑setting, allowing each enterprise to negotiate salaries with workers and unions based on its financial capacity. Labour Minister Jesús Otamendi and Ministry officials presented the measure, noting the removal of previous restrictions and the upcoming publication of the full text in the official gazette.
