Cuba launches free online social protection service on Soberanía platform
The Ministry of Labor and Social Security (MTSS) of Cuba has introduced a new online service for applying for social protection, accessible through the government’s Soberanía digital platform (www.soberania.gob.cu). The service is free and does not use mobile data, allowing people in vulnerable situations, as well as relatives or neighbors who are aware of a case, to request monetary benefits, services or assistance without traveling to a municipal office.
The digital procedure complements the existing in‑person assistance provided by municipal labor offices and social workers, and includes a social‑characterization tool that identifies vulnerable households based on demographic, economic, health and care criteria, prioritising the elderly, single‑mother families, low‑income households and families with disabled members. The platform lists more than 300 procedures, with 15 already available online such as civil‑registry certificates, ID‑card renewal and driver‑license renewals. The rollout was announced by the Prime Minister during a recent session of the National Assembly, and officials note that challenges include cultural adaptation to digital government and ensuring connectivity and digital literacy for the most vulnerable.
