Cuba to implement new consular fees and citizenship renunciation rules

Cuba's Ministry of Foreign Affairs has announced an update to its Consular Tariff via Resolution No. 37/2026, effective October 1, 2026. The new regulations will modify fees for various diplomatic services provided abroad, including passports, visas, legalizations, and certifications.

For Cuban residents in the United States, the new rules establish a formal procedure for renouncing Cuban citizenship. This process requires a total of 1,000 USD in consular fees: 500 USD for the initial application and an additional 500 USD if the renunciation is approved. Applicants must be over 18, hold another citizenship, and reside outside of Cuba.

Other consular services will also see price adjustments. Notary services, such as general powers of attorney, will cost 220 USD or EUR, while special powers of attorney will be 160 USD or EUR. Marriage ceremonies conducted before a consul will cost 210 USD or EUR. Divorce proceedings involve various fees, including 410 USD or EUR for personhood and processing, plus additional costs for witness statements and appearances.

Fees will be charged in US dollars or euros depending on the location of the consular seat. In non-eurozone countries like Mexico, payments will be set in dollars but may be collected in local currency at the consulate's exchange rate.
