Cuban artist Luis Manuel Otero Alcántara remains missing as legal petitions seek his whereabouts
Cuban dissident artist Luis Manuel Otero Alcántara was arrested in July 2021 after protesting a government blackout and sentenced to five years for public disorder and contempt.
