Cuba's National Assembly convenes VII Ordinary Session with expansive legislative agenda
The VII Ordinary Period of Sessions of the X Legislature of Cuba’s National Assembly opened on 29‑30 July 2024. The meeting was conducted both by videoconference and in person at the Palace of Conventions in Havana, with General‑of‑the‑Army Raúl Castro Ruz and President Miguel Díaz‑Canel Bermúdez participating remotely.
President of the Assembly Esteban Lazo Hernández outlined a broad agenda that will review the government’s 2026 projections, examine the execution of the state budget for the first half of 2026, and consider the liquidation report for the 2025 budget. Law proposals on agro‑forestry land, the organization of the central state administration, housing, the labour code and a personal‑identity and domicile system are slated for debate and possible approval.
Speakers also stressed the role of grassroots delegates, describing them as essential community leaders who travel across neighborhoods to address citizens’ concerns. The session featured a declaration condemning the United States’ “blockade” and asserting Cuba’s right to resist external aggression, a point reiterated by Foreign Minister Bruno Rodríguez Parrilla. Ten newly elected deputies were sworn in to fill vacant seats.
