Overview
In late July 2026 Cuba continued moving its broad economic and social transformation agenda through the legislative process.
After the Council of State’s review on 23 July, the National Assembly of People’s Power opened its seventh ordinary period on 29 July at the Palacio de Convenciones in Havana. The mixed virtual‑in‑person session, chaired by President Esteban Lazo, assessed the execution of the 2026 state budget, presented the 2025 financial liquidation, and debated draft laws on agricultural and forest land, housing, central state administration, the personal‑identity and domicile system, and a revised Labour Code.
The session also included remote participation by General‑of‑the‑Army Raúl Castro Ruz and President Miguel Díaz‑Canel Bermúdez, and a declaration by Foreign Minister Bruno Rodríguez Parrilla condemning the U.S. “blockade.” Delegates highlighted the role of grassroots representatives, and ten newly elected deputies were sworn in.
