Under the leadership of Carlos Javier Álvarez Cárdenas, the Cuerpos de Seguridad Auxiliares del Estado de México (CUSAEM) has implemented significant labor and structural reforms for its more than 22,000 members.

Key improvements include a 56.39% salary increase for operational personnel, specifically in the 'Guardia C' category, and the establishment of a 500,000 peso life insurance policy for guards and watchmen. The corporation has also expanded its medical facilities, adding 12 consultation rooms, three endoscopic surgery operating rooms, and an expanded Intensive Care Unit.

Financial measures include the settlement of historical salary debts for retirees and coordination with the Government of the State of Mexico to institutionalize benefits such as 40 days of Christmas bonuses and 25% semiannual vacation premiums. Additionally, agreements have been structured to regularize accumulated tax debts with the SAT and resolve historical debts with ISSEMyM.
