Cyprus reunification talks centre on federation model and UN‑backed negotiations

Greek Cypriot leader Nikos Hristodulidis briefed the National Council on recent contacts with UN Secretary‑General Antonio Guterres and EU special representative Raffaele Fitto. The UN is preparing a document on past “viewpoints” to be shared with both sides before the September UN General Assembly, a step described as a key milestone for a new 5+1 format of talks.

Former Greek Cypriot negotiator Andreas Mavroyannis said the two‑community federation model, accepted after 1974, was the greatest concession by the Greek Cypriot side, linking it to the withdrawal of Turkish troops, land adjustments, refugee return and property issues. He recalled the 1977 Doruk Agreement and criticised the later Annan Plan, while noting that the failure of the Crans‑Montana process was also tied to Turkish demands on guarantees and troop withdrawal.

The upcoming leaders’ meeting between President Tufan Erhürman and Hristodulidis, scheduled about four weeks after Guterres left the island, signals Greek Cypriot readiness for talks, though timing and conditions remain contested.
