Poland Ends Fuel Price Cap Program CPN, New Maximum Prices Effective June 17

The Polish Ministry of Energy announced the termination of the “Ceny Paliw Niżej” (CPN) scheme, ending the reduced excise duty on motor fuels as of 16 June 2026. The only remaining benefits are a reduced VAT rate and a daily‑set maximum price ceiling.

On 17 June the new ceiling prices were published: 95 octane gasoline at 6.10 zł per litre, 98 octane at 6.75 zł, and diesel at 6.44 zł. The limits are calculated from the average wholesale price plus excise, fuel tax, a 0.30 zł per litre margin and VAT. Retailers exceeding the caps face fines of up to 1 million zł, with inspections carried out by the National Tax Administration (KAS). Earlier controls found violations at 439 stations, mostly minor pricing errors, but no penalties have yet been imposed.

The removal of the excise reduction adds roughly 0.30 zł per litre to pump prices, reversing the temporary relief that had kept fuel costs low for truck operators and other drivers.
