Fuel price surge in Poland after VAT reduction expiration
Overview
In Poland, fuel prices have surged following the expiration of the government’s ‘Ceny Paliwa Niżej’ (CPN) program on September 1. The expiration resulted in the VAT rate returning from 8 percent to 23 percent, contributing to significant retail increases. As of early September, average prices for Pb95 gasoline rose to 7.63 PLN per liter, while diesel reached 8.39 PLN per liter.
Market analysts from e-petrol.pl and Reflex indicate that retail prices may not yet reflect the full extent of wholesale increases, noting that gasoline wholesale prices have exceeded 6,300 PLN per cubic meter and diesel has surpassed 7,000 PLN per cubic meter. Experts warn of further upward pressure, with gasoline potentially approaching 8 PLN and diesel nearing 9 PLN per liter due to rising refinery costs and Middle East geopolitical tensions. Recent projections suggest Pb95 gasoline may reach between 7.83 and 7.99 PLN per liter, while diesel could range from 8.79 to 8.87 PLN per liter.
The price hikes have sparked intense political debate. Former Orlen CEO Daniel Obajtek characterized the current rates as ‘brutal looting of Poles,’ suggesting gasoline should be 6.70 PLN and diesel 7.00 PLN. President Karol Nawrocki attributed the situation to the government’s failure to prepare for the post-CPN scenario.
Beyond transportation, rising energy costs are impacting other sectors. Wholesale electricity prices have risen by nearly 93 PLN compared to July averages, potentially leading to higher retail tariffs in 2027. Gas prices have also trended upward due to international tensions. While August inflation was reported at 3.4 percent, the economic situation remains a point of political contention regarding the balance between military spending and social subsidies.
