Czech employers face technical, methodological hurdles in new monthly reporting

The Jednotné měsíční hlášení zaměstnavatelů (JMHZ) was launched in the Czech Republic on 1 April 2026, requiring employers to report new hires before their start date from 1 July. A Deloitte survey of 100 employers shows that 87 % consider the technical readiness of their systems the biggest risk, while more than 72 % cite increased HR and payroll team workloads and two‑thirds point to methodological uncertainty.

Only four percent of firms consider the JMHZ implementation fully completed. About 60 % expect the new reporting to raise administrative burdens in the short term, versus just 17 % who believe it will reduce them. Over 40 % view the system mainly as a compliance obligation, 23 % see it as an administrative load, and more than five percent see an opportunity for digitalisation and more efficient data handling. Larger companies report challenges with system complexity and data volume, whereas smaller firms struggle with basic technical issues and full deployment.
