Spain introduces high‑occupancy lane signs, fines up to €200

Spain has added a new traffic sign, identified as S‑51b (also reported as S‑15b), that reserves certain lanes for vehicles carrying at least two occupants. The blue square sign shows a car with a “2+” symbol; on busier sections the requirement may be “3+” or “4+”. Drivers who use the lane with only the driver face a fine of up to €200, enforced by police patrols and automated camera systems.

The measure is intended to encourage shared‑ride commuting, ease congestion and cut emissions. Similar high‑occupancy lane rules already exist in France and the United Kingdom, but Spain’s signage uses a distinct blue‑square design. The fine can be issued by mail after detection, and exemptions apply to electric and eco‑friendly vehicles, motorcycles, light commercial trucks, buses, taxis, vehicles for persons with severe disabilities and emergency services.
