Overview

In early July 2026 Spain introduced a new high‑occupancy lane sign (S‑51b) that reserves selected lanes for vehicles carrying two or more occupants, with fines of up to €200 for solo drivers and exemptions for electric vehicles, motorcycles, buses, taxis, disabled‑person transport and emergency services. Later that month the Dirección General de Tráfico (DGT) issued guidance clarifying that drivers may spend the night inside a properly parked vehicle and confirmed that traffic fines incurred in other EU member states remain the responsibility of the driver who was behind the wheel.

At the end of July the DGT expanded its enforcement toolkit, warning that unsecured or overloaded cargo can attract penalties of up to €500, an additional €200 for poorly fastened loads, and the loss of four driving‑license points. Loads that exceed permitted limits must display a reflective V‑20 plate; otherwise drivers face fines. The authority advised placing heavier items low, securing them against the seat‑back, and checking ties during the journey, noting that the Guardia Civil will intensify monitoring of these violations during the summer travel period.

On 31 July 2026 the DGT added a requirement that drivers carry their licence (physically or via the miDGT app). Failure to present the licence when stopped results in a €60 fine (reduced to €30 for early payment) classified as a light infringement with no point loss. Driving without a valid licence, with an inappropriate licence category, or after loss of all points is treated as a grave offence, carrying a €500 fine and possible criminal liability.
