EU Tightens Temporary Protection Rules for Ukrainian Men of Conscription Age
The European Union adopted a new Council Implementing Decision that takes effect on 6 August 2026. It extends the EU-wide temporary protection scheme for people fleeing the war in Ukraine until 31 March 2028, but introduces a strict eligibility condition for newly arriving Ukrainian men of conscription age (18‑60). Applicants must prove they have fulfilled their military obligations in Ukraine through the Reserv+ application; otherwise they will not be granted protection. The change does not affect those who already hold valid temporary protection, who can continue to renew their status as before.
Czech Interior Minister Lubomír Metnar welcomed the rule, saying it will cut the number of new arrivals by “tens of percent” and relieve pressure on the Czech health‑care and social‑service systems. The Czech Republic, which hosts the largest number of Ukrainian refugees in the EU (about 393 000, including roughly 132 000 men of conscription age), will apply the new requirement to first‑time, repeat and family‑reunification applications.
In parallel, Ukrainian diplomatic missions abroad will no longer provide consular services to men aged 18‑60 who cannot present a valid military registration document. Exceptions cover children, detained persons and those already under protection. Over 4.3 million Ukrainians currently benefit from temporary protection across the EU.
