EU extends Ukrainian protection, restricts men
Entities: Volodymyr Zelenskyy · European Union · European Union Council · Germany · Magnus Brunner
Overview
The European Commission’s proposal to prolong the EU Temporary Protection Directive for Ukrainian refugees until March 2028, while barring men of military‑age (23‑60) from new applications, remains the centerpiece of EU policy. EU ambassadors formally adopted the extension on 15 July 2026, adding a requirement that applicants prove exemption from Ukraine’s conscription. Germany followed on 20 July 2026 by ending automatic temporary‑protection grants for newly arriving Ukrainian men of draft age, channeling them through the regular asylum system.
On 24 July 2026 the Commission reiterated the plan, arguing that the exclusion seeks to prevent forced recruitment as Ukraine faces severe manpower shortages. The measure has drawn criticism for undermining the EU’s asylum principles.
A day later, the EU Council approved a regulation that terminates the simplified admission procedure for able‑bodied Ukrainian men, effective the following day. The rule applies to men aged 23‑60 who lack a health exemption or a conscription‑exemption certificate; exceptions are limited to fathers of at least three minor children and those with medical exemptions, who will still face reduced chances of obtaining a residence permit. The decision follows Ukraine’s request for support, backed by Germany and other member states.
Eurostat still reports roughly 4.4 million Ukrainians under EU protection. Poland has lengthened its naturalisation residence requirement to eight years, affecting many Ukrainian applicants, while Hungary continues to oppose restrictions on draft‑age refugees.
