EU extends Ukrainian protection, restricts men

Overview

In early June 2026, the European Commission began drafting changes to the EU Temporary Protection Directive to exclude Ukrainian men of conscription age (roughly 23–60) from the scheme. Following support from Austria, Germany, and Sweden, the EU Council approved a regulation on 30 July that ends the simplified admission procedure for able-bodied Ukrainian men, retaining only narrow exemptions for fathers of three or more minor children and those with medical grounds. A new Council Implementing Decision, effective 6 August 2026, extends the temporary protection scheme until 31 March 2028. However, it introduces a strict requirement for newly arriving men aged 18–60 to prove they have fulfilled military obligations, specifically through the Reserv+ application. This change does not affect those who already hold valid temporary protection.

By mid-August 2026, implementation intensified. Germany mandated that new applicants of conscription age provide documentation proving a legal exemption or compliance with military obligations; failure to comply may result in deportation. In the Czech Republic, authorities began denying protection to dozens of men unable to provide electronic military IDs or Ukrainian exit stamps. The Czech government also proposed stricter residency rules, including the potential suspension of protection for individuals remaining outside the Schengen Area for more than 30 days, and requirements for Ukrainian-registered vehicles to undergo national technical inspections.

Eurostat data as of 31 July 2026 shows the number of non-EU citizens under temporary protection has reached 4.43 million. Germany hosts the largest group at approximately 1.29 million, followed by Poland, which saw a decline in protected Ukrainians during July.
