Czech unified monthly reporting system stalls with technical glitches and data breach

The Czech Republic introduced a unified monthly reporting system in early April, aiming to replace dozens of separate forms with a single digital filing via the ePortal of the Czech Social Security Administration. The rollout was intended to simplify communication between employers and the state.

In practice, firms report widespread technical problems, unclear methodology and frequent validation errors. Deloitte’s survey found that 87 % of respondents flagged insufficient system readiness, 72 % cited increased HR workload and two‑thirds complained about ambiguous rules. Errors have caused employers to see data for unknown companies and to receive cryptic error messages without guidance. The Ministry of Labour acknowledged a breach that exposed names, surnames and birth numbers of about 715 employers and 3 004 employees, apologized and introduced automatic identifier checks and preventive measures. The Personal Data Protection Office is reviewing the incident.
