Częstochowa to annex part of Poczesna municipality in 2028 boundary reform

On 21 July the Joint Commission of the Government and Local Authorities met to discuss the annual ordinance on changes to municipal borders and the introduction of two‑year terms for local officials, presented by the National Institute of Territorial Self‑Government.

The commission confirmed that proposals receiving a negative recommendation from the Ministry of Interior and Administration will not be debated unless the concerned municipalities reach a compromise by 20 July. The only case that met this condition was the dispute between the city of Częstochowa and the neighbouring gmina Poczesna.

Częstochowa seeks to acquire a parcel that contains a regional waste‑deposit serving the area. The city offered a reduced territorial adjustment together with financial compensation to Poczesna. The voivode of Silesia endorsed the plan, citing its importance for public interest and the continuity of waste‑collection services.

The boundary change is scheduled to take effect on 1 January 2028 and will not alter electoral districts for the 2025 parliamentary elections.
