Overview
In late July 2026, the Joint Commission of the Government and Local Authorities discussed a municipal‑border reform that would allow the city of Częstochowa to acquire a parcel of land containing a regional waste‑deposit from the neighbouring gmina Poczesna. The commission noted that proposals rejected by the Ministry of Interior could only be reconsidered if the municipalities reached a compromise by 20 July; the Częstochowa‑Poczesna dispute satisfied that condition. The Silesian voivode endorsed the plan, citing public‑interest benefits, and set the change to take effect on 1 January 2028.
A week later, the Polish government formally approved a regulation expanding Częstochowa’s administrative borders by about 580 hectares, including investment zones and the waste‑handling facility in Sobuczyn. City officials framed the annexation as part of the “New Częstochowa” development strategy, emphasizing industrial, production and logistics potential while noting a local referendum in which turnout exceeded 50 % but a majority opposed the move. Poczesna authorities announced they will appeal the decision, arguing the annexation disregards residents’ wishes.
