Da Nang unveils new “5 No, 3 Have, 4 Safe” urban development plan
The Da Nang People's Committee has issued a proposal to implement the “5 No, 3 Have, 4 Safe” program for the 2026‑2030 period, aiming to transform the city into a modern, safe and humane urban environment. The “5 No” component targets elimination of child crime, gang protection rackets, illegal lending, debt‑collection violence, drug presence, school abuse, homelessness, begging and extreme poverty. The “3 Have” goal seeks to provide adequate housing (4,979 units by 2026 and over 28,000 by 2030), stable employment for more than 1.5 million workers and a culturally‑civilised way of life. The “4 Safe” pillar focuses on improving public order, road safety, food safety and social welfare, with targets to cut crime by at least 5 % annually, reduce traffic accidents by 5‑10 %, ensure food‑safety standards and lower multidimensional poverty to 2.66 % by 2030. The plan stresses preventive measures, a blend of traditional and digital governance, and aims for sustainable, inclusive development.
