Scotland proposes major local government restructuring

The Scottish Government has proposed a major restructuring of local government, aiming to replace the current 32 local authorities with between six and ten regional authorities. This plan would also establish between 120 and 160 community authorities to handle localized decision-making.

Proponents suggest the reform will strengthen strategic regional management and bring decisions closer to residents. However, critics, including the Scottish Conservatives, have labeled the proposal a “dog’s dinner,” questioning whether the move is truly about local empowerment or a method to reduce public spending through administrative savings.

Under the proposed model, councillors would continue to be elected at existing ward levels and would serve on both the regional and community tiers. While the Scottish Association for Community Empowerment (SCA) welcomed the conversation on public sector reform, they emphasized that true democracy requires communities to have actual influence over resources and priorities, rather than just changing administrative tiers.
