Scottish local government restructuring proposal

Overview

The Scottish Government has proposed a major restructuring of local governance, seeking to replace the existing 32 local authorities with a two-tier system. This model would consist of between six and ten regional authorities responsible for strategic functions such as education, economic development, and waste management, alongside 120 to 160 community authorities focused on local planning and town centre regeneration.

Local leaders have also voiced strong opposition. Lawrence Fitzpatrick, leader of West Lothian Council, characterized the move as a “power grab” and “utter nonsense,” while East Lothian Council leader Norman Hampshire warned that the lack of a concrete plan could lead to a “complete disaster.” The proposals have been submitted to Holyrood’s committees and the Convention of Scottish Local Authorities (CoSLA) for a three-month public consultation period.
