Dama Solar project in Romania secures final permit for Europe's largest solar plant

The Dama Solar project in northwestern Romania has reached a major milestone after receiving its final establishment authorization from the Romanian Energy Regulatory Authority (ANRE). Managed by West Power Investments, a subsidiary of Rezolv Energy, the facility is poised to become the largest solar power plant in Europe.

Spanning 1,064 hectares across the communes of Pilu and Grăniceri in Arad province, the project is expected to reach a peak capacity of between 1.24 GW and 1.3 GW, with a grid connection capacity of 1.07 GW. The developers have estimated project costs at approximately 520 million euros.

Financing for the initiative involves significant international support, including potential involvement from the European Bank for Reconstruction and Development (EBRD) and a possible 107 million euro loan from the International Finance Corporation (IFC), part of the World Bank Group. Rezolv Energy has also secured government-guaranteed Contracts for Difference (CfDs) for a 520 MW segment of the site. The project aims for initial commissioning in September 2028, with full commercial operation scheduled to begin in September 2030.
