Dama Solar project and Romania energy transition

Overview

The Dama Solar project in northwestern Romania, managed by Rezolv Energy through West Power Investments, has secured final establishment authorization from the Romanian Energy Regulatory Authority (ANRE). Spanning 1,064 hectares in Arad province, the facility is projected to have an installed capacity of roughly 1.24 GW to 1.3 GW. To support this initiative, Rezolv Energy is seeking financing from the European Bank for Reconstruction and Development (EBRD) to reduce fossil fuel dependency and stimulate the local economy. If completed, it is expected to become the largest solar farm in the European Union.

As the sector expands, Romania is focusing on grid modernization and energy storage. Transelectrica is utilizing over 351 million lei from the Modernization Fund for digitalization projects. To mitigate risks from fluctuating production, the government is advancing financial support programs, including a proposed 400 million lei program for photovoltaic batteries and a prosumer support program. Additionally, two programs through the Modernization Fund totaling 650 million euros target public institutions for photovoltaic and battery installations, with applications scheduled to open on September 11, 2026.

Industrial adoption is also increasing, such as the ‘Dacia Photovoltaic Power Plant’ project at the Mioveni plant. This 8.5 MW installation, funded through the Modernization Fund, is expected to cover approximately 8% of the factory's energy needs. Market projections suggest Romania's total installed solar capacity, which was approximately 1.5 GW in 2023, is expected to exceed 3 GW by 2026, supported by the European Green Deal and national legislative measures.
