Montenegro is navigating complex internal and external developments as it pursues European Union integration. Chief negotiator Predrag Zenović stated that the country could conclude all negotiations by the end of 2026, with membership potentially realized by 2028. While institutional reforms are progressing, political experts warn that membership alone may not transform the nation's political culture or end partisan employment practices.

Domestically, a dispute has emerged within the Ministry of Ecology, Sustainable Development and Northern Development. Danijel Rmuš, a Democratic Montenegro official, claims his contract was unilaterally terminated by Minister Damjan Ćulafić. The Ministry stated the termination was due to increased administrative capacity, but Rmuš asserts he has written proof that the Ministry initiated the termination rather than it being a voluntary resignation.

In other legislative moves, the government is advancing a protocol to enhance regional police cooperation through the automated exchange of DNA and fingerprint data. Additionally, amendments to the Law on Foreigners are being processed to combat illegal employment and protect victims of labor exploitation, while also seeking to attract EU investment.
