Montenegro advances EU path and US strategic infrastructure

Overview

Montenegro is advancing its strategic infrastructure and European integration efforts. The Ministry of Public Works has moved forward with the implementation of a cooperation agreement signed in Washington by submitting two major strategic projects to the United States. These include the Adriatic-Ionian Corridor—a massive infrastructure project valued at approximately €2.8 billion designed to connect Albania and Croatia through Montenegro and Bosnia and Herzegovina via road, digital, and gas networks—and a national project for integrated cargo scanning and border control modernization.

President Jakov Milatović met with Slovak Prime Minister Robert Fico in Bratislava, where Fico expressed “full support” for Montenegro’s goal to join the European Union by 2028. The leaders discussed strengthening bilateral relations through increased investment in energy, transport, tourism, agriculture, and the IT sector.

Domestically, the Parliament has adopted constitutional amendments regarding the judiciary and the Central Bank, steps described by the President’s Cabinet as vital for fulfilling EU obligations and strengthening the rule of law. While some political figures raised concerns regarding the concentration of power within the prosecution, others emphasized the necessity of political consensus for the country’s European path. Additionally, Montenegro remains prepared to host Berlin Process activities in Pržno throughout late September and October, with €100,000 reallocated to support the summit’s focus on regional cooperation.
