Data center expansion faces growing local and political resistance

The rapid expansion of data centers, driven by the artificial intelligence boom, is encountering significant opposition at the state and local levels across the United States. While federal candidates debate the issue, local officials hold primary authority over land use, energy infrastructure, and construction permits.

In Virginia, Amazon Web Services canceled plans for a data center project in Loudoun County following resident backlash, opting instead to repurpose the land for residential and mixed-use development. Similarly, in Arizona, a divide has emerged between cities like Casa Grande, which approved a 954-acre campus, and Pinal County officials who have rejected various energy and computing proposals.

In the Pacific Northwest, Oregon has implemented a statewide pause on new data center permits until July 2027 to allow for the development of stronger regulatory protections. In Nevada, rural communities are clashing with local governments over the conversion of agricultural land into industrial sites, as counties weigh the benefits of increased tax revenue against community and environmental concerns.
