European cruises pay half the taxes of hotels, study finds

A Transport & Environment (T&E) analysis shows that a night on a European cruise ship is subject to roughly 12 % of the price in taxes, compared with about 23 % for a hotel stay in France, Italy or Spain. The disparity exists because cruises are legally classified as maritime transport, allowing them to avoid value‑added tax and fuel duties that hotels must pay.

T&E estimates that the environmental externalities of cruising – greenhouse‑gas emissions, air‑pollutant releases and pressure on local infrastructure – cost between €790 million and €1.3 billion annually in the three countries, far exceeding the tax revenue they generate. The NGO calls for a fiscal reform, quoting its maritime transport lead Fanny Pointet: “We are treating these floating hotels as essential maritime infrastructure, but they are not a means of transport; they are the destination itself. They should pay their fair share.”

The study proposes a €15 per‑passenger, per‑port levy, which could raise €335 million a year across France, Italy and Spain, funding coastal protection, green ports or other climate‑mitigation measures. It also urges tighter EU rules on sustainable marine fuels and stricter energy‑efficiency standards for cruise vessels.
