This strategy includes returning 10,000 holiday apartments to the housing market by 2028 and increasing hotel taxes. While the World Travel & Tourism Council (WTTC) has warned that these hikes could damage Barcelona’s competitiveness and local jobs, environmental groups like Transport & Environment have highlighted the disparity between cruise and hotel taxation, calling for broader EU fiscal reforms to ensure maritime transport pays its fair share of environmental externalities.
