Delhi government approves Ease of Doing Business Bill 2026

The Delhi cabinet has approved the ‘Delhi Ease of Doing Business Bill, 2026’ (EoDB 2026). The legislation aims to streamline business operations, but critics, including the Communist Ghadar Party of India, argue it poses risks to worker safety.

A primary concern involves the removal of mandatory routine government inspections for manufacturing units and other enterprises. Under the new provisions, businesses can use a mobile app to self-certify compliance with safety and environmental regulations. The government’s Labour Department intends to conduct random checks based on a digital program.

The bill follows the Occupational Safety, Health and Working Conditions (OSHW) Code 2020, which transitioned many industrial oversight mechanisms toward self-regulation and app-based inspections. Under these frameworks, certain violations by factory owners are reclassified as minor offences, resulting in civil penalties rather than criminal prosecution. Additionally, the OSHW Code 2020 removed the requirement for safety monitoring in factories with fewer than 500 workers and construction sites with fewer than 250 workers.
