Delhi Ease of Doing Business Bill 2026

The Delhi Cabinet, led by Chief Minister Rekha Gupta, approved the ‘Delhi Ease of Doing Business Bill, 2026’ to increase transparency and accelerate business approvals. The legislation introduces a single-window online system managed by the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) to handle building plans, fire clearances, and utility connections.

To reduce administrative burdens, the bill proposes faster processing for low-risk activities, allowing for immediate approvals via self-declaration for certain categories.

Following the approval, critics such as the Communist Ghadar Party of India have raised concerns regarding worker safety. The bill allows businesses to use a mobile app to self-certify compliance with environmental and safety regulations, replacing mandatory routine inspections with a system of random checks conducted by the Labour Department. This shift aligns with the Occupational Safety, Health and Working Conditions (OSHW) Code 2020, which reclassifies certain violations as minor offences subject to civil penalties rather than criminal prosecution.
