Delhi Transport Department proposes new e-rickshaw regulations

The Delhi Transport Department has released a draft for the ‘Delhi E-Rickshaw (Registration and Operation) Scheme, 2026’ to address traffic congestion, safety concerns, and unregulated growth in the city’s last-mile connectivity sector.

Key provisions of the draft include a cap on the total number of e-rickshaws at 250,000. To curb ownership monopolies, individual owners will be limited to a maximum of five e-rickshaws, while institutional owners, such as companies or NGOs, may own up to 100. All vehicles must possess a valid E-Rickshaw Compliance Certificate (ECC), which will be valid for two years.

Drivers will be required to hold a valid license and a Public Service Vehicle (PSV) badge. The regulations also mandate the use of High Security Number Plates (HSRP) and prohibit the installation of bull bars or frontal guards. Furthermore, batteries must adhere to technology standards notified by the Ministry of Road Transport and Highways (MoRTH), with old batteries requiring disposal through authorized recyclers.

Authorities have stated that unregistered e-rickshaws will face immediate seizure, with the vehicles and batteries subject to crushing and auctioning. The department has invited suggestions and objections from the public regarding the draft within a 30-day period.
