Delhi e-rickshaw regulatory proposals

Overview

The Delhi government has introduced a draft for the ‘Delhi E-Rickshaw (Registration and Operation) Scheme, 2026’ to manage traffic congestion, road safety, and pollution. The proposal includes a cap of 250,000 e-rickshaws in the capital and requires all vehicles to hold a valid E-Rickshaw Compliance Certificate (ECC).

To prevent ownership monopolies, the draft limits individual owners to five e-rickshaws, while institutional owners may own up to 100. Technical specifications for vehicles include a maximum speed of 25 kmph, a net power output not exceeding 2,000 watts, and a seating capacity for up to four passengers excluding the driver. The policy specifically targets the prohibition of vehicles constructed using unsafe ‘jugaad’ techniques.

Drivers must possess a valid license and a Public Service Vehicle (PSV) badge, and vehicles must use High Security Number Plates (HSRP). Additionally, batteries must meet Ministry of Road Transport and Highways standards, with old batteries requiring disposal through authorized recyclers. Unregistered vehicles face immediate seizure, with the possibility of the vehicles and batteries being crushed or auctioned. The government has opened a 30-day period for public suggestions and objections, with implementation expected within 90 days of the policy’s finalization.
