Deloitte advises Hong Kong on 2026 plan to boost financial centre and north district

The Hong Kong SAR government is consulting the public on its first five‑year development blueprint and a new policy address for 2026. Deloitte China submitted recommendations covering four priority areas.

For the north district, the firm urges the use of policy loans, special‑purpose bonds, deeper public‑private partnerships and an industry‑development fund to broaden financing sources and accelerate infrastructure projects. It also calls for coordinated investment and leveraging the Greater Bay Area construction sector.

To reinforce Hong Kong’s status as an international financial hub, Deloitte proposes an “Asian capital market” framework, richer on‑shore and offshore renminbi product offerings, expanded RMB‑denominated trade usage, and tighter integration with mainland markets. It suggests enhancing post‑listing mechanisms, tokenised‑asset settlement, stable‑coin commercial use, and establishing a dedicated insurance platform for mainland firms operating locally.

Further advice includes building an international innovation and technology centre, promoting low‑altitude infrastructure, green tech adoption, and stronger collaboration with mainland research institutions, as well as expanding regional linkages to support China’s high‑level outward opening.
