In late July 2026, Deloitte China presented a set of recommendations for Hong Kong’s first five‑year development blueprint. The Chamber called for an upgrade of Hong Kong’s status to a “super partner” with mutual recognition of professional qualifications across the Greater Bay Area, a data‑zone pilot and greater access to emerging markets such as Islamic finance. It also advocated establishing a North District Office to streamline investment, boost university‑industry links, create a cross‑border e‑commerce hub and support SMEs. Additionally, a proposal was made to remove the residency‑day requirement for seniors receiving long‑life allowances, aligning retirement policies with mainland practices.
Together, the snapshots show a progression from external consultancy advice to domestic business‑sector proposals, both aiming to align Hong Kong’s development with mainland policies and to enhance its competitiveness as a financial and innovation centre.
