Democratic Party criticizes KAYO for bypassing public fund controls

Enno Bozdo, a deputy from the Democratic Party, has criticized the state-owned company KAYO, alleging it serves as a model for bypassing public financial controls. Bozdo claims the company functions as a “legal shell” that transfers state monopoly rights to private entities without transparency or competitive bidding.

According to Bozdo, the current structure allows such companies to purchase goods and services at self-determined prices and sell them to the state without public tenders or audits. He noted that KAYO has shown zero production activity in its 2024-2025 balance sheets, with its primary activity being the creation of four companies with private partners.

To address these concerns, the Democratic Party is calling for a moratorium on all public companies holding state assets, including private-state joint ventures. Bozdo also demanded that any future private partnerships be subject to mandatory international public tenders to ensure accountability and prevent the expansion of this model into other sectors, such as healthcare.
